Scarborough Employment Districts Zoning By-law Conformity Study
In December 2018, the City of Toronto initiated a study to identify and compare employment land uses as permitted under Official Plan Amendment 231 with uses contained in the employment zones set out in the Scarborough Employment Districts Zoning By-law 24982. The purpose of this study was to assess Zoning By-law 24982 in terms of its ‘conformity’ with the land uses permitted in OPA 231. As municipal documents, the regulations and provisions within zoning by-laws must conform to the policies established by the municipality’s Official Plan. As Zoning By-law 24982 is still in-force and effect in some areas in Scarborough, the City of Toronto is required to amend the regulations and provisions of Zoning By-law 24982 in order to conform to OPA 231.
A series of recommendations were provided to keep, amend, or delete zoned uses within Zoning By-law 24982. This analysis and results of this study will inform a larger conformity exercise being undertaken by the City Planning Division.
