History of the Firm

As the president of R.E. Millward + Associates Ltd., Bob Millward has acted as the Lead Planning Consultant and Project Manager for a variety of master planning processes, large scale consultations and land use development projects. Bob founded R.E. Millward + Associates in 1997 after a distinguished career working as a municipal planning official for the City of Toronto, and before that with the New York City Planning Department.

Bob’s varied professional background working in both the public and private sectors provides a unique capacity to offer strategic advice to clients. While at the City of Toronto, Bob served as the Commissioner of Planning and Development from 1987 to 1996, where he was actively involved in all aspects of policy formulation, project management and economic development. Prior to this, Bob served as the Planning Director for the Central Core and Waterfront Division, and as the Director of Planning for the City of Toronto Housing Department (now Toronto Community Housing). Previously, Bob spent seven years with the New York City Department of City Planning, where his last position was as Director of the Staten Island Planning Office and before that as Deputy Director of the Brooklyn Planning Office.

Bob has been Chair of the Toronto Board of Trade’s Planning Committee, coordinating various Board positions such as quality urban design, development approvals reform and Planning Act reform. He was also a member of the Waterfront Task Force, and the Board’s Infrastructure Committee. His professional memberships include the Urban Land Institute, BILD, the Ontario Professional Planners Institute and the Canadian Institute of Planners. Bob is a Fellow of the Canadian Institute of Planners and is the 2018 recipient of the President’s Award of Recognition from the Simcoe Chapter of Lambda Alpha International.
